Why is the header missing on my page?

As you can see, the header with the logo and menu will only be visible when scrolling to top. I want the logo to be visible like on this portfolio post: http://smartlandsbygdtest.cust.wpeasy.se/om-smart-landsbygd/
How can I do that? Thanks in advance!
